IAA Launches Public Consultation on Revised Personnel Licensing Order

The Irish Aviation Authority (IAA) has opened a public consultation on its updated Irish Aviation Authority (Personnel Licensing) Order, inviting feedback from pilots, engineers, air traffic services personnel, and the wider aviation community. The consultation was published on 21st January 2026, with submissions accepted until 5 pm on Friday, 13th February 2026.

The revision aims to ensure that Ireland’s national licensing framework keeps pace with evolving international standards. According to the IAA, the new draft Order is designed to incorporate the latest ICAO Annex 1 provisions as well as relevant EASA regulations governing aviation safety and personnel licensing across Europe.

The initiative also forms part of a wider review of existing legislation. The IAA notes that personnel licensing regulations in Ireland can be traced all the way back to the Air Navigation (No. 1) Regulations, 1928. The proposed Order would revoke the 2000 Personnel Licensing Order, replacing it with a modernised framework aligned with contemporary global standards.

Stakeholders are encouraged to submit their views through the online consultation form. While general queries can be sent to the consultation team, the IAA emphasises that the dedicated email address should not be used for formal submissions.

This consultation represents a significant step in maintaining Ireland’s high regulatory standards in aviation personnel licensing, particularly as ICAO and EASA requirements continue to evolve. For industry professionals and organisations, it offers a valuable opportunity to influence the future structure of Irish licensing requirements.
