Closing Date for Comments on Draft IAA Operations Order Coming Soon

The IAA has opened a public consultation in relation to the review of the Irish Aviation Authority (Operations) Order 2006, which will be amended to take account of amendments to ICAO Annex 6, Volume I, II and III. The consultation closes on 5th November. Should the Order be published in its current form, it’s likely to ground dozens of general aviation aircraft as it mandates various extra equipment that’s inappropriate for GA aircraft. The Order will affect non-EASA aircraft such as homebuilts, microlights, classic & vintage, ex-military and more. See the link below to the Regulatory Impact Assessment (RIA) and the Draft Order.

Some of the changes in Annex 6 include:

  • (ADS-C) and the required communication performance (RCP) in the provision of air traffic services (ATS);
  • Mandatory carriage requirements of emergency locator transmitters (ELTs);
  • Reduced RVR requirement for CAT II and CAT IIIA and B;
  • Provisions for climbs and descents to reduce unnecessary ACAS II resolution advisories;
  • Reduced vertical separation minimum (RVSM) long-term monitoring requirements;
  • Provisions for head-up displays (HUD)/enhanced vision systems (EVS);
  • Provisions regarding flight recorders;
  • Electronic Flight Bags;
  • Fatigue management programmes;
  • Minimum Operational Performance Specifications (MOPS);
  • Class C lightweight airborne image recording systems (AIRS);
  • Underwater location device (ULD);
  • Performance-based navigation (PBN);
  • Performance-based communication and surveillance (PBCS);
  • Extended duration of cockpit voice recorders (CVRs);
  • Use of an enhanced global reporting format for assessing and reporting runway surface conditions;
  • Safety Management Systems.

Mark is an airline pilot flying the Boeing 737 for a major European airline. In addition he is also a Type Rating Instructor, Type Rating Examiner and Base Training Captain on the B737. Outside of commercial flying Mark enjoys flying light aircraft from the smallest 3 Axis microlights up to heavier singles. He is also an instructor and EASA Examiner on single engines and a UK CAA Examiner. He flies the Chipmunk for the Irish Historic Flight Foundation (IHFF). Mark became the Chairman of the National Microlight Association of Ireland (NMAI) in 2013 and has overseen a massive growth in the organisation. In this role he has worked at local and national levels. In 2015, Mark won ‘Upcoming Aviation Professional Award’ at the Aviation Industry Awards sponsored by the IAA. Mark launched this website back in 2002 while always managing the website, he has also been Editor and Deputy Editor of FlyingInIreland Magazine from 2005 to 2015.
