EASA Opens the Cockpit Door – But It Built the Door in the First Place

The European Union Aviation Safety Agency (EASA) has recently published a piece titled “General aviation made friendlier: how EASA is opening the cockpit door”, outlining what it presents as a more flexible, accessible future for private flying in Europe (Read Here). At first glance, this is welcome news. General aviation (GA) across Europe has, for years, struggled under the weight of regulation, rising costs, and diminishing accessibility. Any sign that the regulator recognises the value of GA, not just as a leisure activity but as a foundational part of the aviation ecosystem, should be applauded. But while EASA speaks of “opening the cockpit door,” it is worth remembering that many of the barriers now being eased were designed and installed by EASA itself.

There is no doubt that EASA’s messaging has shifted. The agency now speaks the language of flexibility, accessibility, and participation. Its promotion of initiatives such as the Light Aircraft Pilot Licence (LAPL), modular instrument ratings like the CBIR, and simplified “Easy Access Rules” suggests a regulator trying to meet pilots where they are rather than forcing them into an airline-style regulatory framework. This change in tone is important. GA is not commercial aviation. It thrives on accessibility, affordability, and community. A regulator that recognises this reality is a regulator moving in the right direction. However, tone alone is not enough.

Aircraft Certification

Perhaps the clearest example of regulatory overreach is aircraft certification. Anyone who has visited Aero Friedrichshafen in recent years will have noticed a striking trend: many of the most innovative, modern, and efficient aircraft are not certified under EASA’s standard processes. Instead, they fall into Annex I  or Article 2(8)(a) categories – effectively outside the EASA certification regime.

Why? Because the cost and complexity of EASA certification make it commercially unviable for many manufacturers in the light aircraft sector. The result is deeply counterproductive:

  • Innovation is pushed outside the EASA system
  • Certified aircraft fleets age, becoming more expensive to maintain
  • European pilots are denied access to modern, efficient designs within the mainstream regulatory framework

In short, EASA did not just make certification difficult, it helped create a two-tier system where the most exciting developments in GA happen outside its own jurisdiction.

Training

Flight training is another area where well-intentioned regulation has had unintended consequences. The requirements for becoming a flight instructor under EASA are, by almost any standard, excessive for teaching at PPL level. The depth of theoretical knowledge required far exceeds what is needed to instruct a private pilot safely and effectively. A far simpler model, that would still be aligned with ICAO standards, would be to have a single Commercial theory exam exclusively for flight instructors.

Instead, Europe has created a system that discourages instructors from entering the field, contributing to shortages and increasing training costs. Worse still, Declared Training Organisations (DTOs), introduced as a lighter-touch alternative to Approved Training Organisations (ATOs), are not permitted to provide flight instructor training. This contradiction is hard to justify. DTOs were meant to simplify GA training structures, yet one of the most critical training pathways remains locked behind the more burdensome ATO system.

GA Maintenance

Maintenance regulation is another major pressure point. EASA’s Part-M and Part-ML frameworks have, over time, attempted to introduce proportionality for lighter aircraft. But for many owners and operators, the reality remains:

  • Maintenance is complex
  • Administrative burden is high
  • Costs are significantly elevated compared to other regions

Compounding the issue is the shortage of Part-66 licensed engineers in the GA sector. The licensing pathway is lengthy and often geared toward commercial aviation, making it unattractive for those who might otherwise specialise in light aircraft. The result is fewer engineers available for GA aircraft, higher labour costs and longer aircraft downtime. All of which erode the accessibility of flying.

Death by a Thousand Cuts

Individually, each of these issues might be manageable. Together, they form a systemic barrier to participation in GA across Europe. Over the past two decades since EASA was established, we have seen rising costs of entry and ownership, and increasing reliance on non-EASA categories to sustain activity. It is not an exaggeration to say that, in many parts of Europe, GA has been regulated into stagnation.

That is why EASA’s new messaging matters. If this is more than a communications exercise, if it signals a genuine shift toward proportional risk-based regulation, then there is an opportunity to revitalise general aviation. But to do so, EASA must go further than simplifying documents or introducing alternative licences. It must address the structural issues that have held GA back:

  • Reform aircraft certification to make it viable for light aircraft manufacturers
  • Simplify instructor qualification pathways
  • Allow DTOs greater scope, including instructor training
  • Further reduce the maintenance burden on low-risk aircraft
  • Create realistic, accessible pathways for GA engineers

Most importantly, EASA must adopt a philosophy that recognises a fundamental truth that general aviation is not a junior version of airline operations.

Open the Door Properly!

EASA deserves credit for acknowledging that general aviation matters. The language of accessibility, flexibility, and participation is a clear step in the right direction. But opening the cockpit door is not enough if the aircraft is still surrounded by regulatory fences. If EASA truly wants to see GA thrive in Europe, it must do more than invite people in, it must dismantle the obstacles that made entry so difficult in the first place. Only then will Europe’s GA community be able to grow, innovate, and inspire the next generation of pilots.
